My Lords, has the noble Lord borne in mind conditions in a country as large as the People’s Republic of China, which has one time zone for the entire country? I found myself on one occasion in the north-west province of Xinjing, coming out of a cinema show at about midnight still in daylight. The relatively small minority which was affected, rather as in Scotland, accommodated themselves to that by getting up at different times and going to bed at different times. It is not a major adjustment to seek for the benefit of the mass of the population.
