I understand what the Minister says about the Bill being constrained by human rights’ legislation. I believe that that is the only constraint on the Bill, which of course creates its own uncertainty, and we were seeking in some ways to mitigate the consequences of that. I will consider this important area further before Report. I beg leave to withdraw the amendment.
