National Insurance Contributions Bill

I am grateful to the Minister for that further explanation, which I think that I have understood. I reiterate that it is extraordinary that another place has allowed the disclosure regime for income tax to go forward on the basis of the Government choosing to change the disclosure recipient without any further parliamentary process. Accordingly, I find it curious that we should agree to something so extraordinary in the context of the Bill. I shall consider that further before Report. I understand the Minister saying that the Government have no current plans, but governments do say things like that, don’t they? One always has to guard against giving governments powers that they could misuse on another occasion.
