National Insurance Contributions Bill

I thank the Minister for that. He explains the rule, as it has been explained in another place. We still find it difficult to see why it is necessary to do this—why it is fair to employees to let them off agreements that they have freely entered into. That seems to extend national insurance law beyond its natural bounds.
