I am extremely grateful to the noble Baroness and the noble Lord for that exchange, because I could not understand the clauses at all. Having reread the Explanatory Notes, I am no wiser. I suggest that, when future pieces of legislation like this come forward, there be a straightforward explanation of what is not explicable by a simple reading of the legislation. It would be useful to have a paragraph saying, ““This clause does the following things””. The Explanatory Notes wholly fail to do that.
