I do not know how much that would be at risk, because I do not know how good the disclosure regime will be. I notice that the Minister again did not provide examples of any new schemes that have emerged that need to be dealt with. I know that that there is a general deterrent effect, but I would have thought that if there were any more such schemes, the disclosure regime would have revealed them by now. Either the Government do or do not believe in the disclosure regime. I shall return to that later. It still seems perfectly reasonable, given the disclosure regime, to have liability triggered from the date of the announcement.
I said that we would not have a meeting of minds on this matter, and I do not think there has been. I beg leave to withdraw the amendment.
