Compensation Bill [HL]

I am grateful to the noble Lord. On his second point, one of the issues that we have discussed on a number of occasions both at Second Reading and in Committee is that this Bill is but a part of a series of different work streams that are going on around the whole question. There is a ministerial group, which I chair, consisting of nine Ministers from nine departments, which meets on a regular basis to look at what else needs to be done. It includes Ministers from the Home Office, the Department of Health, the Department for Work and Pensions, and so on, taking forward work, for example, on rehabilitation. I know that the noble Lord is interested in that. One of the issues that we are looking at with a very open mind is how we get information to the consumer ahead of that and in parallel to the Bill, which enables people to understand the questions and indeed to ask the right questions. It would empower the consumer from the beginning if they could understand what might be going on. On the specific point about referral fees, I could not agree more. My ambition is to mirror what the Law Society is doing. The provisions will look slightly different because they are not for solicitors, but essentially I want to mirror those provisions as completely as I can, for precisely the reasons that the noble Lord has raised, which I will not go over again. I hope that that reassures him.
