: There is one point that I would like to put to the Minister. The purposes that are outlined there deal with promoting access to the countryside and open spaces and encouraging open-air recreation. The fact that we might want to mention the economic and environmental well-being of rural communities is in some ways a balance to that, for those who are concerned about those things, without trying in any way to denigrate the importance of the urban environment.
