The Minister may well know from the letter dated 23 July that I received from the Secretary of State for International Development—for whom I have a very high regard—that he said that, in respect of the poverty reduction budget support, he regarded this as being the most effective use of aid. He wrote:"““Where this is the case, we rely on partner governments’ own systems, rather than our procedures to control the funds.””"
I am sure that the Minister understands that that is a matter that requires some further appreciation and understanding.
