National Lottery Bill

It is absolutely right that this is one of the tools that we will use the maximise the lottery, by setting the conditions for those who will negotiate. I am sure that we will not finish up, as we did last time with the new licence, in something of a mess, which created a few problems. We have looked at that carefully and reflected on it, and as the hon. Member for Bath (Mr. Foster) says, we have just about got it right, so that we can maximise the marketplace. I am pretty sure that we will attract a good number of bidders, thus serving the health of the lottery.
