Perhaps I could clarify that. I had sought a system of regularisation to enable illegal workers to become legal. The noble Baroness replied to me on behalf of the Government to say that that was not on the agenda for the moment. Having looked at the experience of other countries, the Government had found that the situation was not what they regarded as favourable and so were not proceeding on the matter. However, I still think that it should be considered.
