I am sure every Member of the Committee is totally opposed to, on the one hand, employers exploiting migrant labour, and, on the other hand, people remaining here and seeking employment as a cover for remaining illegally. Nevertheless, the Bill, as drafted, seems to impose very onerous liabilities on employers. Would the Minister consider whether people employing people for very short part-time kinds of work could perhaps be exempted?
