Any letters that I send to any Members of the Committee I will immediately copy to all Members of the Committee and put in the Library automatically. I apologise if I inundate Members of the Committee slightly, but I would rather do that than not give them information.
The noble Baroness made an interesting point about the number of different locations versus the number of countries. I agree that one ambition for random samples should be to identify three matters; I may be completely off-message in terms of policy, but this is important. One is a particular location in a country where things may be being done differently; the second is whether a country is operating differently within the grand scheme of things; and the third is a trend happening across all countries. That is what we need to achieve. As I understand it, there is no settled or final way in which the process will go forward. I agree with her, and will try to ensure that her point is fed into the deliberations. If I get a positive response, I shall write to her.
