I may be being stupid about this, but the Minister said that the independent monitor would report six-monthly, to get the information quickly, and that what would be important was the quality of decision-making. I do not understand how the monitor will know the quality of decision-making in each place. If there is no appeal, what is there to look at? On what will she base the report? I may be muddling the matter. If someone asks to enter and entrance is refused, they cannot appeal. How does she know that that has been properly done?
