I am grateful for the Minister’s comments on Amendment No. 16 because I too had intended to raise some issues on it. I should be grateful for a copy of the letter that she is to send to the noble Earl so that I can see whether any further points need to be raised at a later stage.
It would also be helpful if the Minister could indicate before Report the distinction to be made in terms of appeals in relation to people lawfully settled here and those who do not have indefinite leave to remain. How will their appeal rights be affected, bearing in mind that there will be students who do not have the right to remain indefinitely in this country yet who may have friends and relations coming to visit them. How will they be affected by this situation? The point needs to be clarified, and if it can be done before Report, that would be very helpful.
In the light of what has been said, and in the hope that I shall be able to read something further on this before Report, I beg leave to withdraw the amendment.
