Of course I did not infer any disrespect on the part of the noble Earl. It is only that I had already asked my officials to do some work on the issue. I have brought the work with me, but in order to ensure that noble Lords have a fuller explanation, I shall put it in writing to the noble Earl and copy it as appropriate to Members of this Committee and those of the Constitution Committee. However, I felt that on Monday I did not give the noble Earl an explanation in relation to the Constitutional Reform Act from the DCA perspective. Having read over the noble Earl’s comments, I think that it would helpful both to him and to the members of the Constitution Committee to have it, and that is what I have sought to do. Having asked my officials to do the work, I do not want to leave it to one side.
