We have covered this ground on many occasions, but may I remind my right hon. and learned Friend that when the Select Committee on Constitutional Affairs discussed the issue, Sam Younger, the chairman of the Electoral Commission talked about the tension between participation and security? On behalf of the commission, he said that"““we do not feel national insurance numbers are something we should be asking people to provide at registration””."
Surely, hon. Members should accept that advice.
