Not entirely, but I am glad that the Minister has picked up on this point. It is perfectly possible for someone entirely unconnected with the arranging of a fight to appear at a fight and video it. That person, who has not been involved in making arrangements for an animal fight or in carrying them out, would not be covered by the new wording.
