First, I would like to say how pleased I am to be taking part in what has been an excellent debate on both sides of the House. The Bill represents a significant step forward in the cause of improving animal welfare, and I particularly welcome the new duty of care that all animal owners will now have to demonstrate, and the welfare offence associated with it. Some concern has been expressed, in the light of the events of the past few days, that the Liberal Democrats do not take seriously the duty of welfare, especially towards creatures in distress. However, I can assure the House that we are fully committed to a duty of welfare, at least when it comes to animals.
