: I congratulate my hon. Friend on being called in this debate on such an important matter. Does he share my satisfaction that the Government confirmed to the Select Committee that the proposed consultation on the secondary legislation that is to come later this year or next year will be full and include the question whether pet fairs should be licensed, not just how they should be licensed?
