My Lords, my point was that if the house next door, to which the same improvements have been made, is not sold, the cost of the improvements will not be reflected in its value. Therefore, there can still be a disparity between identical neighbouring houses, depending on whether one has been sold. My point was that that is arbitrary and not clear to the public.
