I find it hard to quote in exact detail. It certainly is in the manifesto and I apologise that I do not have a copy. I carry it at all times, as noble Lords would expect, but, sadly, I left it in my office today. It is a manifesto commitment, but I do not hold that above the heads of Members of the Committee, other than to say that in formulating the policy in this area, it was a strong Government commitment that we take seriously and would wish to see enacted. We will not move from that commitment. However, I hope that I have indicated that within that context I am keen to ensure that the system we put in place is as robust as possible and addresses the genuine concerns that have been raised across your Lordships’ House. We are keen that it is a system in which noble Lords can have great confidence and in order to achieve that we shall consider when we introduce it. I do not want to say that I am not willing to discuss anything, but simply make the point that it is a manifesto commitment. I am conducting the Bill on behalf of another department and it would be right and proper to make it clear that it is at the heart of what the policy tries to achieve.
