Immigration, Asylum and Nationality Bill

I should like to check with the Minister about one point she made in her reply. While she placed enormous importance on the role of the institution, is she intending by that to say that if a student is offered and accepts a place at a recognised institution which is on the register, they will automatically be granted entry clearance? There is no assurance in that unless that is the case.
