I am not disputing what the noble Baroness says. The issue is why it happens, not the fact that it does happen. Again, from talking to other people I understand that some quite aggressive marketing is now taking place in certain nations to attract students, and that was not the case previously. The point that I am trying to make is that one has to be cautious about the rationale behind why the market share is altering. It does not mean that we should not address the matter; I am simply saying that I understand that there are a number of reasons and I would not want any impression to be given that somehow this system was the only or major reason. It is clear that we need to think carefully about a number of factors, of which this is one.
