I was very careful to say that I was not the higher education Minister and I do not suggest that my honourable friend would endorse any of my comments. I merely pointed out that during discussions that I have had with individuals involved with universities, it has been indicated to me that some nations—noble Lords involved in higher education nodded when I said this—were interested in growing their own universities in a much stronger and bigger way. Of course, the noble Lord is right that that does not address the point, but I was trying to say that the reason students might not be coming here was not to do with this system but with what was happening back at home.
