That is why I said the noble Lord has made an important point. I am not denying that I would expect, in the vast majority of circumstances, that that is precisely what the applicants will do. The noble Lord is making the point very well and I am agreeing with him. That is why I am going to look at the matter. I am not trying to suggest that he is doing anything other than making a valid point. I am grateful to him for so doing.
As to the amendment brought forward by the noble Lord, Lord Dholakia, and the question of business investors, I am grateful to him for raising again the points that the noble Lord, Lord Chan—who we are sorry cannot be with us today—raised because they are very important. I have had representations from the Chinese community and my office, I hope, has already set up meetings with it, or is in the process of doing so within the next few days, to discuss this with it in great detail.
