I do not wish to speak for any length of time. I am also interested in the case of international students and I echo the remarks made by the noble Baroness, Lady Warwick, and the noble Lord, Lord Dearing. I take on board what the noble Baroness, Lady Anelay, said about considering student issues in relation to the second grouping, so I will not say much now. The best case, which applies particularly in relation to the point just made by the noble Lord, Lord Dearing, is that we should have an in-country appeals system. This is what I understand the first group of amendments to be about. From the point of view of those of us on these Benches, that would be a better solution than making exceptions, which is what, as I understand it, amendments in the second group do. Our preference would be for a good, clear answer on this first group of amendments.
