We need to nail the point about regulation. The principles that we are trying to implement are set out in the Bill. The Government are criticised for not consulting widely on the detail of the impact on business. That is what the secondary process of legislation is all about. There is the opportunity during that process for the Government to be questioned on the validity of regulations. Surely that is a better way forward for better scrutiny.
