Consumer Credit Bill

I am grateful to the noble Lord for tabling this important amendment. It addresses a key recommendation of the Delegated Powers and Regulatory Reform Committee, which reported on 12 October. The committee considered all the delegated powers in the Bill to be subject to an appropriate level of scrutiny, apart from that in Clause 68. The committee believes that powers such as those in Clause 68 should be subject to the affirmative procedure rather than the negative procedure. Of course, the Government are always keen to act on the advice of the Delegated Powers Committee and we intend to do so in this instance. I am therefore even more grateful to the noble Lord for drafting this necessary amendment in a way which can be accepted. I had hoped that the noble Baroness, Lady Miller, would move the amendment, so that I could for once say that one of her amendments was necessary. But I shall be pleased to accept the noble Lord’s amendment.
