Is the Minister telling us that there is a separate traffic commissioner for Wales who also happens at the same time to be traffic commissioner for the West Midlands? There would therefore be no difficulty whatever in having two people doing the job. I would hate to suggest that they move from Birmingham to Aberystwyth, but that might be another alternative.
