Transport (Wales) Bill

I share the views expressed by both the noble Lords, Lord Roberts of Conwy and Lord Roberts of Llandudno, that the Assembly should consult with representatives of elderly and disabled people. Further, what I have to say on this amendment applies also to Amendments Nos. 7 and 8, which we will consider later. However, I find it difficult to support these amendments to the Bill as their effect would be to incorporate directions or limitations on how the National Assembly for Wales should exercise its duty to consult under Clause 2. I shall not speak at length on the issue, but this Bill is about devolving statutory powers to be exercised at the level of a national assembly by the elected representatives of Wales. To accept the amendments would not be compatible with the principle of devolving powers to the Assembly.
