Can I take up the point made by the noble Lord, Lord Garden? I was head of the Met Office, which is part of the MoD and is highly involved in many aspects of emergencies. He seemed to point out that the regulations did not include the MoD’s role, which is in fact extensive. The moment there is an emergency the Met Office sets up emergency cells with all the different ministries. Is it an oversight or is it deliberate? Can the Minister explain? Since the point has been made by the noble Lord, Lord Garden, it should be answered.
