I have a question about paragraph (c) of the amendment:"““it is not necessary that the prosecution prove that he intended to cause, encourage or induce the commission, preparation or instigation of a specific terrorist act””."
Can my hon. Friend give some explanation of that, as I thought that the whole purpose of the amendment was to produce an intent rationale?
