No. I need to make some progress, as I have been speaking for 10 minutes already and the House’s time is limited. What I am saying should not amount to a revelation to the House. It is no flight of fancy, because we have been here before. As others have remarked, detention without charge is not a novel concept. We tried it in Northern Ireland, and the hon. Member for Walsall, North has noted already that we know what the consequences were.
