National Insurance Contributions Bill

I understand why the Paymaster General makes that point, but institutionalising retrospection and raising the possibility that a business or person might have to make retrospective payments to HMRC—only for more legislation to be introduced when it is decided that the rules must be changed—is most regrettable. The most important thing is certainty. The problem with the Bill is that it will not bring certainty to the tax regime.
