I am grateful to the noble Lord, Lord Jopling. I am sure that he is one of the few people in the Room to have been involved with so much in the past; he brings his great experience to these debates. As I indicated to the Minister, I am not wildly thrilled by his answer, because it does not answer the question that I posed. However, I shall read it in Hansard carefully.
