Commons Bill [HL]

I have done my best so far as the amendment is concerned. I am told that the answer to the question asked by the noble Baroness, Lady Miller, is that there would be no difference to the way in which the right was extinguished. I am sorry if my answer is not satisfactory to the noble Baroness, Lady Byford, but I have tried to explain what Clause 12 attempts to do.
