Electoral Administration Bill

Proceeding contribution from Oliver Heald (Conservative) in the House of Commons on Tuesday, 25 October 2005. It occurred during Debate on bills on Electoral Administration Bill.
The Electoral Commission and international observers support individual voter registration. It is true that the Electoral Commission has said that as a minimum it would want signatures and dates of birth, and has not specified national insurance numbers. I am arguing for that, passionately and effectively, I hope. If we do not have some independent way of verifying that such people exist we will fall short as regards security. The Minister has recently talked a great deal about democracy deserts created by under-registration.
