Road Safety Bill [HL]

I am tickled pink by what the noble Lord, Lord Bradshaw, has just said. Removal to a pound almost immediately fits the bill. I would add that if a third party collects the vehicle he should have to prove that it is still insured, that he has a driving licence and that all the documents are in place.
