My Lords, I wish it were in order, because I was about to argue that the Government seem to have forgotten their own Crime and Disorder Act 1998, as amended by the Anti-Terrorism, Crime and Security Act 2001, which made racially or religiously aggravated harassment, alarm or distress an indictable offence.
