That is part of the railway business, so the answer is that they are included. My noble friend is in a good position to make the comment that he has made. They are substantial costs, which are included.
On the basis that on those questions that I have not answered I will gladly write to noble Lords, I hope that it will be recognised that the order deserves support. I commend it to the Committee.
