The noble Lord said: I can be very brief. The amendment was suggested to me by Liberty. It would add a paragraph (c) to Clause 11(1). Liberty takes the view, and I agree, that this is a common sense amendment. Surely it should not be a crime if service providers are aware and have consented. I beg to move.
