My noble friend says that the cameras are there to warn people of a changing circumstance. That may be the case sometimes, but the cameras are often in a particular spot on the road that has the same speed limit for several miles.
From what he is saying, it could be inferred that he is condoning people speeding until they reach the speed camera. I am sure that is not the case, but perhaps he can clarify that.
