It is not actually speed that causes the problem; it is impact. What noble Lords need to bear in mind is that the impact is proportional to the square of the velocity. Therefore speed is a secondary matter. If speed is multiplied by two, impact is multiplied by four. Now that is good enough reason to listen to what my noble friend Lord Berkeley has said.
