Indeed, and I apologise to the noble Lord, Lord Kingsland. He has the benefit of having before him the precise words of my noble and learned friend and I do not. Rather than trying to deal with this now, I will make sure that there is an understanding. On the briefing I have here it states that there is a question about how the words are used, but I do not think that that will satisfy the noble Lord. I shall discuss this with my noble and learned friend—as he used the words, he will have the greatest clarity about precisely what was intended—and I will contact the noble Lord before the next stage of the Bill.
