The Bill as it stands is right:"““The Commission may from time to time revise any guidance issued””." Under the noble Lord’s amendment, the Bill would read:"““The Commission must from time to time””." How often is time to time? Is it on a monthly or annual basis, or every 10 or 20 years? Putting in ““must”” does not change the meaning of the subsection at all unless a time limit is included.
