In that case, perhaps the noble Earl can offer me better advice on the matter than others. We have a delicate balance. It is a formula that we should rely on. I understand that my noble friend Lord   Campbell-Savours is endeavouring to be very helpful, and I rest on that. If one of the aims of the amendment is to give the regulator the licence to look more closely at any group of charities over which doubts have arisen regarding their public benefit, the law already allows for that. I have seen no evidence to suggest that educational charities, as a whole class, are under any such doubts. For these reasons, the amendment could be damaging, and I suggest that it would be wise to withdraw it.
