Before the noble Lord answers my noble friend, would he be so good as to point out which part of Clause 2 covers the first amendment moved by the noble and gallant Lord, Lord Craig of Radley, which states:"““the advancement of the effectiveness and welfare of the armed forces of the Crown””,"
of which there is no mention in Clause 2?
