Wales: Governance

My Lords, I am grateful to my noble and learned friend Lord Morris for his support for the Bill and in particular his point about a more consistent approach to legislation, which, as I said in my opening speech, is very important. On the question of there being different coloured Parliaments in Cardiff and here, my feeling—it is just my feeling—is that obviously things will be worked out in an intelligent and constructive way. I cannot imagine that if a different political party controlled the Assembly there would be any tension or difficulties between Cardiff and Westminster.
