My Lords, as Defra is reviewing the position of the Sea Fish Industry Authority, which, I believe, has £11.5 million a year to spend, will the Minister consider whether devolving that budget to the regional bodies would be a constructive thing to do? I do not expect him to answer at this moment, but I think that that would be a possibility.
